I remember always reading National Geographic as a kid, it was one of my favorite. The covers are always the same yellow border that goes around the edge so you can spot it in a library a mile away. but now that you are looking at the stack of magazines this one sticks out above the rest because they did something different and removed the bottom yellow edges. they could have still done the same effect while keeping the border but I love that they chose not too it adds so much more effect when its not the norm. just like the statue of liberty being under water, it adds the allusion of the water filling up more.
